Response To Intervention (RTI)

NWRCC provides assistance to state education agencies in implementing RTI models. The Individuals with Disabilities Education Act (IDEA) 2004 authorized local education agencies to use Response to Intervention (RTI) models. RTI is an integrated approach that includes general, remedial, and special education. It is based on a three-tiered model that monitors student progress with different levels of intervention intensity. By providing scientifically-based interventions to students, monitoring progress on interventions, and using this information to determine who is in need of more intensive services, RTI also builds on the requirements of the Elementary and Secondary Education Act (ESEA) (currently known as the No Child Left Behind Act of 2001 [NCLB]). RTI further builds on the advance core reform assurances of making improvements in teacher effectiveness and providing intensive support and effective interventions for the lowest-performing schools.

Models of Response to Intervention in the Northwest Region States

REL Northwest has released a report providing information on the response to intervention (RTI) models supported by state education agencies in the Northwest Region. It identifies states' RTI-related resources, policies, and activities. The information will help the Northwest Regional Comprehensive Center focus its technical assistance for RTI and identify areas for cross-state collaboration, while enabling states to learn from each other’s experience.

Idaho RTI Electronic Learning Community

The Special Education Section of the Idaho Department of Education in association with the Idaho Training Clearinghouse has created an electronic learning community on Response to Intervention. The site contains links and documents to RTI resources specific to the state of Idaho as well as links to general information from various internet sites.

Oregon Response to Intervention (OrRTI) Training Materials

The Tigard-Tualatin School District has developed a Response to Intervention (RTI) training program for the Oregon Department of Education. The Oregon Response to Intervention Guided Development Project provides intensive training and support to Oregon school districts. Training is focused on multi-tiered instruction, systems requirements, teaming, data analysis, and using the RTI approach to identify learning disabilities. Materials used in this training, as well as other materials that districts may find useful, are available through this Web site.

Federal Guidance on Coordinated Early Intervening Services

The National Center on Response to Intervention has made available on their Web site copies of the July 28, 2008 guidance from the Office of Special Education Programs (OSEP) on the appropriate use of IDEA-Coordinated Early Intervening Services funding. This guidance is intended to provide states with information regarding the use of funds provided under Part B of the Individuals with Disabilities Education Act to develop and implement coordinated early intervening services (CEIS) for students who are not currently identified as needing special education.

The Status of State-Level Response to Intervention Policies and Procedures in the West Region States and Five Other States

REL West has recently released a report describing how nine states define and support Response To Intervention (RTI) at the state level.

Teacher Preparation for Response to Intervention in Middle and High Schools

This National Comprehensive Center for Teacher Quality policy brief describes how middle and high school teachers are trained in the RTI process. The tiered model of instruction is used to improve classroom and school results and to achieve the key goals of the Elementary and Secondary Education Act (ESEA), as reauthorized by the No Child Left Behind (NCLB) Act (2002), and the Individuals with Disabilities Education Improvement Act (IDEA, 2004). The brief is intended for teachers at the middle- and high school-levels and for the university faculty and continuing professional development personnel who educate teachers.
